Consultant for Gender Training
Community Managed Nutrition Project (CMNP)
Introduction Plan Indonesia
Plan International is an international, child rights and child-focused development organization without religious, political or governmental affiliation. Child sponsorship is the basic foundation of the organization.
Plan is working in Indonesia since 1969. Currently, Plan Indonesia is working in 4 districts i.e. Program Units-PU of Sikka, Lembata, TTU (Kefamenanu) and TTS (Soe) in Nusa Tenggara Timur province.
Plan Indonesia is starting its Community Managed Nutrition Project (CMNP) in TTU and TTS districts supported by AusAID through Plan Australia. One of the aspects emphasized in the project design is gender issues. Several important points were found from the baseline study of this project:
- No traditions that prioritize either boy or girl regarding food habit but it is found that mothers/caregivers as duty bearer for the child, could not perform their duty. gap capacity within mothers in the health and nutrition issues, because mothers had limited knowledge, had limited time to care of the child since mothers also worked at field yard and most mothers had no capacity to avoid those burden that was established traditionally from generation to generation
- Fathers or husbands as also duty bearer had no capacity of knowledge to support mothers socially and psychologically
- Girls in TTS district have been socialized to bear main duty for giving birth and rearing their children, cooking, cleaning up house, taking care of husband and families, seeking of water, weaving, shopping, and performing social activities in the community. In TTU, there is still opinion in which value a son higher than a daughter. A son is expected to continue family’s field cultivation, while daughter doesn’t possess right to inherit family’s field and cultivate it
- In regard to decision making pattern, women make decision regarding food, and sometimes without interfere from their husbands. As decision about selling of plant and crop product will be done with her husband but the wives are more dominant. For decision with regard to family health, child’s school, family planning program, money spending and other important task related to family’s name will be carry on by husband.
Therefore, during the project implementation, these gender issues need to be taken into consideration. This project will strengthen posyandu, which main actors are cadres and village midwives, who are mainly women. Posyandu provide nutrition services to families. Traditionally, pregnant women and mothers of children under 5 are involved in posyandu activities. There is a need to facilitate and encourage men’s involvement in posyandu activities, either as posyandu cadres or as participants in posyandu activites. This will become one of important milestone in promoting the important role of fathers/men caregivers in appropriate nutrition caring practice for young children, and reduce public opinion that child nutrition and caring for young children is mainly the responsibility of women. IEC materials and parent education will also continually emphasize the role of both mother and father in child-rearing and providing adequate nutrition to all children in
the family. Also during the project course, the project will collect gender-disaggregate d data to look out the participation of male and female, boys and girls.
The first step towards quality implementation of project in terms of gender is to have project staffs with improved awareness and skills in gender and nutrition program. In light of this Plan Indonesia would like to obtain the services of a consultant to develop the capacity of Plan staffs on gender aspect in order to bring the gender sensitivity into the project strategies during the project implementation.
Scope of work
Overall responsibility of the consultant will be to support the capacity of Plan staffs on gender which is relevant to the project context.
Proposed objective of training is as below:
1. To increase awareness and sensitivity of staff in gender issues related to CMNP (basic gender in development program) – 2 days
2. To equip CMNP staff with skills and tools that can be used to ensure gender perspective in CMNP project – 1 day
3. To develop and agree on strategies to ensure gender perspective in implementation and reporting of CMNP (based on gender situation in IPB study and reporting requirement of CMNP) – 1 day
Training methods may be used as agreed between the Consultant and Plan. Informal meetings with consultant will be arranged as necessary. All of travel and accommodation expenses during the assignment will be covered by Plan.

1. Training plan including key points to be emphasized during training which is relevant to the project, method, and time table
2. Facilitation of gender training using participatory process
