Background
VSO is an international development agency that promotes volunteering to fight global poverty and disadvantage. Traditionally VSO has focused on bringing international volunteers to developing countries to work alongside local partner organisations to share skills, creativity and learning. Increasingly, one aspect that we would like to support our partners’ capacity in is along the theme of Gender equity.
Expected Outputs
Short-term
By the end of March 2010 the following outcomes will have been achieved:
· VSO Indonesia staff will be more aware of gender equity and its importance in development and as a development agency
· Incorporation of gender equity specific information in to existing planning, monitoring and reporting tools in the VSO Indonesia office
· Incorporation of gender equity in the organizational development work developed in parallel with this work
· A section in the VSO Indonesia resource library focused on gender resources to support gender-mainstreamin g work on an ongoing basis.
· A contacts database for individuals and organisations working in gender in Indonesia
· Gender equity is incorporated into the Country Strategy Plan as a cross-cutting theme
· PAR ‘s for the 3 PAP’s captures data and outputs/outcomes of gender equity
Long-term
· Partner organizations of VSO Indonesia are committed to gender equity in their organizational management work and approaches
· VSO programme office staff and Volunteers have a more clear idea of how to support their partner organizations in improving gender equity as part of their work with local partner organizations
· VSO programme staff are able to make programmatic and operational decisions based on advanced gender equity
· VSO Indonesia country strategic plan has clear out-puts and means of measuring outcomes and impacts in gender equity to better demonstrate out work on gender equity
Outline of responsibilities
Main responsibilities
· Facilitate Action planning with VSO programme staff for the incorporation of Gender equity as a crosscutting theme for the Indonesia country programme including the development of proven interventions that can be undertaken to support Gender equity in VSO and our partners programming. This would include a report and a workshop with VSO
Indonesia programme staff
· Coordinate and organize all aspects of a Workshop - Inviting a number of Gender Organizations in Indonesia(including existing or former partners (from CUSO and VSO) or other gender organization that are familiar with the work of VSO in Indonesia to adapt to the local context a gender equity auditing tool and process in collaboration with VSO Indonesia programme Staff. The main goals of this workshop will be to finalize a VSO Indonesia Gender Auditing tool for implementation and gather interest from key gender organization in Indonesia to assist with the implementation of Gender Audits with partner organizations in subsequent years.
· With VSO programme staff – coordinate the incorporation of gender equity specific information in to existing planning, monitoring and reporting tools in the VSO Indonesia office
· Review and revise the existing In-country training session on Gender to have more of a CPPA gender equity focus
· Organize, conduct and facilitate a Gender awareness training for all staff in VSO Indonesia
· Provide advice and support for the incorporation of gender equity specific information/ goals in the set up of 5-year partnership agreements (a parallel process)
· Completing donor and VSO Reports on Gender equity work
· Other Gender equity focused work as assigned by your manager.
Supporting work of a roving Gender volunteer
· Research and collect possible gender equity tools particularly on Gender Audits (including from existing an former partner organizations in Indonesia)
· Research possible gender partners(or individuals) for activities within this TOR and for future collaboration and/or partnership with VSO Indonesia.
· Gather good practise in gender equality and mainstreaming from VSO programmes and organisations working in Indonesia.
Qualifications:
Essential
Minimum Bachelors degree in social sciences
Minimum 5 years experience working with Gender organizations in Indonesia
Fluency in Indonesian and English
Experience organizing and facilitating workshops and trainings on gender topics
Have a strong personal network with Gender Organizations in Indonesia
Desirable
Experience with CIDA’s Gender Equity framework
Strong research skills
Activities & Time Frame
The assignment is estimated to take place over approximately 5 months. The Consultant must be available full-time between November 2, 2009 and March 31, 2009.
Conditions
The consultant is expected to be in the VSO Office in Denpasar Bali for some periods of time as outlined in the Schedule. Some travel (paid for by VSO according to internal guidelines, to NTT and/or Sulawesi is expected as
arranged by your line manager during the consultancy)
The consultant will report to the Country Director of VSO Indonesia
Payment
VSO will pay a fixed amount for satisfactory delivery of the outputs listed above. This amount will include the consultant’s professional fees and other costs (excluding travel to the programme areas that will be covered as required by VSO). The consultant would be responsible for
completion of the consultancy within this fixed amount.
The consultant will be paid a fee paid in two equal instalments, one half way through the consultancy, and the other upon satisfactory completion of the work and submission of a final report. For each payment, the consultant will submit an invoice.
